The Procurement Department of the National Solidarity Programme operates independently from the Procurement Directorate of the Ministry of Rural Rehabilitation and Development and carries out procurement of goods, works and services for the Programme.

The Procurement administration of the NSP is carried out in accordance with World Bank Procurement Guidelines for projects funded by the World Bank: Guidelines: Procurement under ARTF and IDA grants of 2010, Guidelines: Selection and Employment of Consultants by World Bank Borrowers of 2010, and the Procurement Regulations of the Government of Afghanistan for projects funded by the project's other bilateral donors.
